Where Propel PPA Program Fits in

Propel Offers a program designed for California homeowners who want predictable long term savings with a predictable monthly bill. The structure uses financing through Concert Finance and Sol Source, which includes full maintenance during the initial “third party owned” term, and provides a clear ownership transfer option after the hold period has ended. 

1) How the “Prepaid” Structure Works
Unlike a standard PPA where you pay a monthly rate for the energy you use, Propel uses a Prepaid Energy Services Agreement (ESA). [12]
  • The Funding: The “prepayment” is typically funded through a 25-year fixed loan from Concert Finance.
  • The Payment: You make one fixed monthly loan payment. There are no annual escalators (rate hikes) and no dealer fees.
  • The Ownership Loophole: A third party (like SolSource) technically owns the system for the first 5 years. Because they are a commercial entity, they can claim the 30-40% commercial tax credit that you, as a homeowner, can no longer claim directly. They then pass this massive tax savings back to you by reducing the total amount you have to finance. [14]

2) The Year 5 Ownership Transition

Propel is unique because it includes an automatic ownership transfer.
  • The 5-Year Rule: The IRS requires commercial owners to hold the system for at least five years to “vest” the tax credit.
  • Transfer at Month 61: After year 5, the ownership is transferred to you at a pre-set buyout price that is already built into your original loan agreement.
  • Post-Transition: Once you own the system, you keep making the same fixed loan payments (or pay it off early with no penalty), but you now own the asset outright. [1234]

3) Benefits & Guarantees (The “Training Wheels” Phase)

During the first 5 years while the third party owns the system, they are responsible for its health: [1]
  • Performance Guarantee: If the system produces less than 85% of its estimated energy, the provider covers the difference.
  • Full O&M: All monitoring, maintenance, and repairs are included at no extra cost.
  • Hardware: The program is optimized for Enphase-based systems, often using high-efficiency American-made panels (like Silfab) to qualify for additional 10% “domestic content” tax bonuses. [12345]
